Army Youth Sponsorship Program
The Army Youth Sponsorship program matches your child with a peer to help them transition to a new duty station.
School Liaison Officers (SLOs) provide essential support to military families with children in special education, ensuring continuity of services and advocating for the unique needs of military-connected students. Their expertise and resources help families navigate the complexities of special education during transitions, such as Permanent Change of Station (PCS) moves.
How SLOs Support Families with Kids in Special Education:
- Understanding Special Education Laws and Rights:

SLOs educate families about federal laws such as the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act, which protect the rights of students with disabilities.

They help parents understand their child’s rights and the school’s responsibilities in providing appropriate accommodations and services.

Navigating the Interstate Compact:

SLOs ensure families are aware of the Interstate Compact on Educational Opportunity for Military Children, which facilitates the transfer of special education services and records during PCS moves.

Commonwealth of Pennsylvania Special Education (Elementary & Secondary)
The Bureau of Special Education works collaboratively with educators, schools, agencies, and other stakeholders across Pennsylvania to ensure students have access to quality and meaningful education supports, services, and opportunities.
Military Interstate Children’s Compact Commission (MIC3)
The Military Interstate Children’s Compact Commission (MIC3) is the governing body of the Interstate Compact on Educational Opportunity for Military Children or ICEOMC. Commission members include the 50 states, District of Columbia, and seven ex-officio representatives – which include the US Department of Defense (USDOD). In addition to the USDOD, the Compact supports uniformed members of the federal Departments of Commerce, Homeland and Health and Human Services. The collaborative’s mission: ease the educational transitions of school-aged, military and uniform-connected students attending public schools, to include Department of Defense Education Activity schools worldwide, and also promulgate and enforce the compact rules.
While the Compact is not exhaustive in its coverage, it addresses key issues encountered by military families: eligibility, enrollment, placement, and graduation. In addition, the Compact provides for a detailed governance structure at both the state and national levels with built-in enforcement and compliance mechanisms. The goal of the Compact is to replace the widely varying policies affecting transitioning military students. The Compact leverages consistency: It uses a comprehensive approach that provides a consistent policy, for the areas specified in the compact, in every school district and member state.
